Yah, when they get that number up to eight, it will only be half a million per enrollee.
look at the stat's. Even with full enrollment, the cost is somewhere up around twenty dollars per head. Amazon, other place like that can't afford that type on investment and tend to do it for pennies per head/eyeball.

Well, no. They are doing something much more important. Giving us access to things we actually want.
The comparison is how much money is invested in the infrastructure. A few weeks a go we walked through the numbers. In the web world, it is commonly measured in the cost per eyeball, conversion rates, things like that. The bottom line is that the investment in this website is off the charts wasteful. It could have been done for a fraction of the cost. From the website persepctive, this is not that complicated. yes, there is more info, back end systems to communicate with, but filling out forms via a web site is a well understood thing, no new ground broken here.
