The Karsten Co. in East Weymouth has announced the promotion of Paul Shea of Norwood to senior project manager. The Rev. Esther Bowen Starkey of Quincy has been named Quincy Hospital's new director of pastoral care and patient advocate. The Lions Club International Foundation has named Fred A. Staples of Kingston a Melvin Jones Fellow in recognition of his commitment to serving the world community. Diane Myer of Quincy has been named account coordinator at Dickinson Direct in Braintree. Milton resident Paul Durgin has been installed as president of the Plymouth County Development Council. John Graham of Quincy, president of Graham Communications in Quincy, has won the Grand Award in the category of writing at the 1998 Awards for Publishing Excellence for his article ``Making Dollars and Cents Out of the Internet.'' William Hannon of Cohasset was made a Life Fellow of the Design Management Institute at a ceremony held during the Institute's 23d International Conference. Hannon is professor of industrial design at the Massachusetts College of Art and is president of Hannon Design in Cohasset. Duxbury resident Sarie Booy, owner and publisher of Jacaranda Publishing Inc. in Boston, has been appointed to the executive board of the Newbury Street League in Boston. William S. Burgey of Milton recently joined the marketing department of Harvard Vanguard Medical Associates as associate marketing manager. Hingham resident Brian T. Comer was recently promoted to vice president at Mortgage Financial Services, Inc., in Hingham.
